Are the economic crutches of affirmative action, related legislation and BEE with us for all time, or is there a time ahead when merit will once again become the criteria for appointments?

The penance of economic retribution inflicted in the past decade to compensate blacks for the hardships imposed under apartheid has benefited a privileged minority and done more harm than good for the economy.

It has led, and still leads, to the drift of skilled and professional workers to other countries to escape what they rightly perceive to be a racial barrier to their career prospects.

The efforts of state departments on service-delivery projects have been seriously flawed.

BEE has been abused, too, by companies appointing token blacks for fear of losing out on government contracts.
