Washington - Defence Secretary Leon Panetta has demoted the former head of the US Africa command who was accused of spending thousands of dollars on lavish travel and other unauthorised expenses, a senior US official said on Tuesday.

Panetta stripped General William "Kip" Ward of a star, which means that he will now retire as a three-star lieutenant general.  He also has to repay the government $82 000 *1.

The demotion comes as retired army general David Petraeus resigned last week as CIA director because of an extramarital affair and Marine General John Allen is being investigated for improper communications with a woman who allegedly received harassing e-mails from Petraeus' former lover.

The inspector general found that Ward used military vehicles to shuttle his wife on shopping trips and to a spa and billed the government for a refuelling stop overnight in Bermuda, where the couple stayed in a $750 suite.

The report detailed lengthy stays at lavish hotels for Ward, his wife and his staff members, and the use of five-vehicle motorcades when he travelled to Washington.

*1       USD82 000 = ZAR730 000

It's quite a big amount, just over the ZAR500 000 threshold for 15 years in the slammer.

But back here in Africa, from whence General Ward clearly originated his DNA, the CEO is ripping off the country by some R5 000 000 000.

Compound        : R   250 000 000
Roads            : R2 000 000 000
Township        : R2 000 000 000
Agriculture     : R   800 000 000

Total            : R5 050 000 000

= USD            : $    560 000 000

Yes, that's R5 billion Randelas.

The CEO has also spent about R250 000 000 on SAAF flights in the last few years,

And the previous Minister of Defence has also spent about R250 000 000 on SAAF flights in the last few years.

Yes, that's 250 million Randelas in each instance.

It simply boggles.
