Annexed hereto is a programme containing a list of the witnesses to be called to testify in the public hearings commencing on the 5 August 2013 together with the particulars of the venue it is emphasised that the public hearings will be conducted in phases and that this just contains only the witnesses to be called In the first phase. A separate list of the witnesses to be called in the next phase will be issued at the appropriate stage. It is therefore Important to note that this is not a list of all the witnesses that the Commission will call. The witnesses appearing on the list have been selected to fit into the terms of reference to be canvassed in the first phase. These will deal with the rationale for the Strategic Defence Procurement Package SDPP), whether the arms and equipment acquired are underutilised or not utilised at all and the offsets. Some of the witnesses may be recalled at a later stage when the Commission deals with the terms of reference relating to allegations of impropriety, fraud and corruption in the acquisition process, a phase in which the "whistleblowers' and those who are implicated will feature.

It is also important to note that the programme is not cast in stone .and circumstances prevailing at the hearings may require that it be adapted or altered, and this may also affect the sequence of witnesses. In particular the list will be supplemented to reflect the names of the witnesses from Armscor who will testify as part of the Department of Defence. Whatever changes are made the public and the media will be notified accordingly.

On the opening day of the hearings the Chairperson of the Commission and the evidence leaders will elaborate on the Issues to be canvassed as well as giving a full outline of how the process will unfold. For this reason no comprehensive media a statement will be issued at this stage.

It is recorded the continuation of the hearings beyond November 2013 will be subject to the grant of extension by the President.
